Suspects: Tsuyoshi Kitagawa and his fiancée
Noriko and Tatsuo were hounded by a red sports car (Toyota Celica Liftback) while driving on some cliffs. The driver, Tatsuo, lost control of his Green Subaru Legacy Outback. After wrecking, the gas tank exploded. Noriko escaped the car in time, but Tatsuo was burnt alive.

Conan is showing the cactuses to Noriko Okaya.

It's revealed that Noriko Okaya planned to kill Tsuyoshi Kitagawa and his fiancée. Kitagawa was responsible for a car accident that incapacitated Noriko and killed her lover.

Noriko wanted to burn them alive as Tatsuo.
But she is stopped by Conan when he showed the cacti to her.
